　　摘要

　　城镇规划信息平台系统是为城市规划设计和建立管理提供高效的数据管理,处理工具和信息化服务的辅助技术系统.本课题的主要目标是从城镇规划管理相关的业务流程分析,功能需求分析,数据模型分析和功能框架设计等方面着手,将工作流技术应用到规划审批业务流程中,重点研究城镇规划信息系统的功能优化设计与系统集成模型,以及GIS与CAD的数据集成方法与ArcEngine的组件化开发技术.利用ArcEngine和办公自动化技术对城镇规划相关空间与属性信息进行规划化管理,提高了对各类规划信息的管理效率,有利于决策者正确合理地进行规划设计,城市建设等方面的决策.

　　本论文以城镇规划信息平台为主要研究对象,通过对城镇规划部门日常业务的深入调查研究,根据城镇规划管理信息系统自身的需求特征,在学习相关理论,关键技术和需求分析研究的基础上,对城镇规划信息平台系统的功能结构设计,数据分析与设计,以及ArcEngine组件开发技术等方面进行了研究.本论文研究主要内容:研究城镇规划信息系统的功能结构模型与集成框架,图文一体的网络化城镇规划业务工作流程解决方案,系统的整体存储数据模型设计,以及信息系统的技术体系设计.研究工作概括为下面三方面:

　　在ArcEngine和OA技术集成方法研究基础上,城镇规划信息系统的系统功能结构优化设计,工作流程技术与规划业务流程的集成方法与技术,对规划相关成果,数据,功能需求和信息系统的功能模块结构进行全面的设计.

　　分析城镇规划成果相关信息特点及其相互关系,研究了规划信息平台相关数据的需求分析,进行了数据库的概念设计.

　　研究了系统开发的策略,利用ArcEngine组件开发实现城镇规划信息平台主要功能的基本方法,以及GIS平台与CAD平台之间的互操作方法与数据集成技术,并采用组件技术实现了系统的主要功能.

　　 ABSTRACT

　　 Urban planning Information Platform System is assistive technology systems which could provide efficient data management, urban planning and design, and establish management tools and information services. Arc Engine and office automation technology spatial and attribute information for planning management, improve the efficiency of the management of the various types of planning information is correct and reasonable manner conducive to decision-makers in the planning and design of urban planning, urban construction decision-making.

　　 This paper to urban planning information platform as the main research object, through to the urban planning department daily business further investigation and study, according to the urban planning management information system itself demand characteristic, the study of the related theory, key technology and the demand analysis and study on the basis of urban planning information platform system function structure design, data analysis and design, and ArcEngine ponents development technology is studied. This paper studies the main content: to study urban planning information system function structure model and integrated framework, by one of the work town planning business workflow solutions, the whole system storage data model design, and information system technology system design. Research work summarized as the following three aspects:

In the ArcEngine and OA technology integration methods on the basis of urban planning information system of system function structure optimization design, the work flow technology and planning business process integration methods and techniques, the planning related results, data, functional requirements and information system function module structure of prehensive design.

　　 2. Analysis results of urban planning information characteristics and their relationship, the planning information platform related data of demand analysis, the concept of database design.

　　 3. The system development strategy, the use of ArcEngine ponents development to realize urban planning information platform as the main function of the basic method, and GIS platform and CAD platform of interactions between the methods and data integration technology, and by using ponent technology to achieve the main function of
